Phase One Construction was completed in February 2008 and included the majority of the second floor, with the exception of the surgical suites. The intent was to focus on the areas that had a finite scope, such as Audiology, Child and Adolescent Mental Health Specialized Services, Endocrinology and Infrastructure upgrades. To allow the subsequent construction phases to continue without delay it was also important to complete construction on areas to allow the services consolidated in the tower to move into their final location within the building as quickly as possible.
